The University of Saint Francis offers free tuition to eligible low-income Indiana students.

Saint Francis Promise Criteria
To qualify for the Saint Francis Promise, students must:
- Be an Indiana resident
- Be admitted to the University of Saint Francis as a new student (first-time or transfer) for fall 2027
- Complete the 2026-27 FAFSA by April 15, 2027
- Have a FAFSA Student Aid Index of -1,500
- Qualify for and receive the maximum Federal Pell Grant and Frank O’Bannon Grant for the semester they receive the Saint Francis Promise
- Enroll full time (12-18 credit hours)
- Remain in good academic standing

A promise with peace of mind
The Saint Francis Promise covers 100% tuition and standard fees (Semester Fee and Technology Fee) after applicable federal, state and institutional grants and scholarships have been applied. The Saint Francis Promise does not cover room, board, program, course or miscellaneous fees, textbooks or course materials. Additional financial aid and financing options may be available to help with these expenses.
Opening doors for in-need students
The Saint Francis Promise is designed for students and families who need it most. There is no single income cutoff for the Saint Francis promise because FAFSA eligibility covers several factors, including income, family size and household circumstances. As a general approximation, many families with annual incomes below $70,000 will meet the eligibility criteria, and completing the FAFSA is the sole way to determine eligibility.

No. Students are not required to take out federal or private student loans to receive the Saint Francis Promise. Tuition and standard fees are covered through applicable federal, state and institutional grants and scholarships. Students may choose to use available loan funds or other financing options to help pay for expenses not covered by the Promise, such as room and board, program or course fees, textbooks and course materials.
In most cases, summer tuition will not be fully covered by the Promise. Students enrolled in eligible year-round programs may have some or all summer tuition covered by available federal aid, depending on their program, tuition rates and financial aid eligibility. Saint Francis does not provide additional institutional funding to cover any remaining summer tuition balance.
The Saint Francis Promise is awarded annually. The University of Saint Francis intends to continue the program, subject to annual review and the continued availability of applicable federal and state aid. Students must continue to meet all eligibility requirements each semester.
The Student Aid Index, or SAI, is a number calculated from the information provided on the FAFSA. Colleges use it to help determine a student’s eligibility for financial aid. An SAI of -1,500 represents the highest level of financial need under the federal formula.
